Both views have been recognized as legitimate. For the first time, the Irish government agreed, in a binding international agreement, that Northern Ireland was part of the United Kingdom.  The Irish Constitution has also been amended to implicitly recognize Northern Ireland as part of the sovereign territory of the United Kingdom provided that the majority of the population of the island`s two jurisdictions has agreed to a unified Ireland. On the other hand, the language of the agreement reflects a change in the UK`s emphasis on the one-for-eu law to United Ireland.  The agreement therefore left open the question of future sovereignty over Northern Ireland.  The agreement sets out a framework for the creation and number of institutions in three “parts.” In addition to the number of signatories[note 1], Stefan Wolff identifies the following similarities and differences between the issues dealt with in the two agreements: The previous text contains only four articles; It is this short text that is the legal agreement, but it contains the latter agreement in its timetables.  Technically, this proposed agreement can be distinguished as a multi-party agreement, unlike the Belfast Agreement itself.  On 10 April 1998, the so-called Good Friday Agreement (or Belfast Agreement) was signed. The agreement helped end a period of conflict in the region, known as a riot.
The agreement was for Northern Ireland to be part of the United Kingdom and remain in place until a majority of the population of Northern Ireland and the Republic of Ireland wished otherwise. If this happens, the British and Irish governments will be “obliged” to implement this decision. After marathon negotiations, an agreement was finally reached on 10 April 1998. The Good Friday Agreement was a complex balancing act that reflects the three-strand approach. Within Northern Ireland, it has created a new de-elected assembly for Northern Ireland, calling for executive power to be shared by parties representing both communities. In addition, a new North-South Council of Ministers should be set up to institutionalise the link between the two parts of Ireland. The Irish Government has also committed to amending Articles 2 and 3 of the Constitution of the Republic, which appeal to Northern Ireland, to reflect the aspiration for Irish unity through purely democratic means, while accepting the diversity of identities and traditions in Ireland. Finally, a Council of The Islands should be created that recognises “all relations” within the British Isles, including representatives of both governments, and de-elected institutions in Scotland, Wales and Northern Ireland. As part of the agreement, the British Parliament repealed the Government of Ireland Act 1920 (which had founded Northern Ireland, divided Ireland and asserted territorial right to the whole of Ireland) and the people of the Republic of Ireland amended Articles 2 and 3 of the Irish Constitution, which asserted a territorial right to Northern Ireland.
